To amend the Omnibus Trade and Competitiveness Act of 1988 and the Trade Act of 1974 in order to achieve the international harmonization of patent laws.

Amends the Omnibus Trade and Competitiveness Act of 1988 to declare that the international trade negotiating objectives of the United States include a harmonized patent system for trading nations in international courts.

Amends the Trade Act of 1974 to define conditions under which a foreign country shall be deemed to deny adequate substantive standards for the protection of intellectual property rights.
