Federal Crop Insurance Reform Act of 1990 - Amends the Federal Crop Insurance Act to make the Federal Crop Insurance Corporation's contracting authority mandatory.
Authorizes the Corporation to provide disaster protection and crop insurance. (Currently the Corporation is authorized to provide only insurance.)
