Surface Irrigation Encouragement Act of 1990 - Authorizes the construction of reservoirs on crop acreage base land or land adjacent to such land.
Counts such reservoir land towards meeting any acreage reduction or set-aside requirements (two-for-one for base land; one-for-one for adjacent land).
