To provide for the enrollment of wetlands in the conservation reserve program, and for other purposes.
Wetlands Conservation Reserve Program Act of 1990 - Amends the Food Security Act of 1985 to make wetlands and surrounding uplands eligible for inclusion in the conservation reserve program.
Extends the program through crop year 1995.
Directs the Secretary of Agriculture to: (1) conduct a study of the advisability and effect of extending and expanding the program; and (2) report to the appropriate congressional committees.
