IN THE HOUSE OF REPRESENTATIVES January 3, 1989 Mr. SOLOMON introduced the following bill; which was referred to the Committee on the Judiciary A BILL For the relief of the descendents and assignees of Marcus P. Norton or their heirs. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury is authorized and directed to pay out of any money not otherwise appropriated the sum of $2,000,000 to the descendents and assignees of Marcus P. Norton or their heirs, as represented by Gene T. Cook, Sr. of Mechanicville, New York. This sum shall represent the full and final settlement of all claims arising from the use of Marcus P. Norton's patented postage cancellation stamp by the United States Postal Service. The use of this patented stamp has been to the great advantage of the United States, yet the United States has never paid any compensation to Marcus P. Norton, his descendents and assignees, or their heirs. SEC. 2. Not more than 10 percent of the sum appropriated in the first section of this Act shall be paid to or received by any agent or attorney as consideration for any services rendered in connection with the claim specified by this Act, any contract to the contrary notwithstanding. Violation of this section shall be deemed a misdemeanor punishable by a fine of not more than $1,000.
