Youthbuild Act of 1990 - Authorizes the Secretary of Housing and Urban Development to provide grants for Youthbuild projects which shall employ economically and educationally disadvantaged youth to help construct or rehabilitate rental and transitional housing for homeless persons and low-income families.
Authorizes appropriations.
