Innovative Boot Camp Prison Act of 1990 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize grants to States to carry out projects that demonstrate innovative alternatives to the imprisonment of individuals convicted of nonviolent offenses. Includes boot camp prisons as such alternatives, in conjunction with drug treatment, literacy education, vocational education, and job training programs. Makes drug testing and treatment mandatory for drug offenders.
Sets forth: (1) application procedures and requirements for grants; and (2) procedures for review of applications.
Authorizes appropriations.
