To require the Export-Import Bank of the United States to supplement the financing of United States exports to Eastern European countries with emerging market economies until the developed countries agree to eliminate the use of tied aid and partially untied aid credits for commerical purposes with respect to such Eastern European countries.
Eastern Europe Market Protection Act of 1990 - Directs the Export-Import Bank to make grants to supplement the financing of U.S. exports to Eastern European countries which have: (1) an emerging market economy; and (2) entered into an agreement with the United States to purchase U.S. products. Establishes within the Bank the Export Aid Credit Fund to finance such grants. Authorizes appropriations.
