To restore the right of the residents of the District of Columbia to be treated as residents of the State of Maryland for the purposes of participation in Federal elections, and for other purposes.
National Capital Civil Rights Restoration Act of 1990 - Treats District of Columbia residents as Maryland residents for Federal election and congressional representation purposes. Makes this Act effective when the 23d amendment to the Constitution (requiring the appointment of District of Columbia electors of President and Vice President) is repealed.
