Authorizes the Secretary of the Interior to acquire certain properties in Independence, Missouri, to add to the Harry S Truman National Historic Site. Authorizes the owners of such property to retain the right of use and occupancy of the property for up to 25 years or until death, whichever is later.
Requires the Secretary to pay the owners the fair market value for such property.
Authorizes appropriations.
