Correctional Options Incentives Amendments - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Director of the Bureau of Justice Assistance to make grants to public agencies for correctional options (including construction costs) that provide alternatives to traditional modes of incarceration to: (1) provide more appropriate intervention for youthful offenders who are not, but who are likely to become, career criminals; (2) provide a degree of security and discipline appropriate for the offender involved; (3) provide diagnosis, treatment, and services (including counseling, job training, and placement assistance) to increase the success rate of offenders pursuing lawful conduct following release; (4) reduce criminal recidivism; and (5) reduce the cost of correctional services by reducing recidivism. Bases the selection of grant applicants on their potential for developing or testing innovative alternatives to traditional modes of incarceration.
