Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to reduce, by one month in each of the next five years, the current 24-month waiting period required before individuals may become eligible for hospital insurance benefits under part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act on the basis of their entitlement to OASDI disability benefits.
Amends the Medicare program to extend, from January 1, 1992, to January 1, 1997, provisions making Medicare the secondary payor for disabled beneficiaries who are Medicare-eligible under the OASDI program, for an item or service but are also covered for such item or service under a large group health plan.
