Nuclear Emergency Planning and Preparedness Improvement Act of 1990 - Amends the Atomic Energy Act of 1954 to prohibit the Nuclear Regulatory Commission from issuing operating licenses or construction or early site permits unless it has determined that the applicant has complied with all established emergency planning and preparedness requirements.
