Head Start Expansion and Quality Improvement Act of 1990 - Amends the Head Start Act to extend through FY 1994 and increase the authorization of appropriations for the Head Start program.
Requires the Secretary of Health and Human Services, for any fiscal year for which the amount appropriated exceeds the adjusted appropriation for FY 1990, to reserve a certain portion of funds for one or more of the following quality improvement activities: (1) staff compensation; (2) staff training; (3) transportation for eligible children; (4) additional staff; (5) program insurance costs; and (6) facility improvement.
Revises the poverty line criterion for eligibility to participate in Head Start programs.
