Resolution Trust Corporation Reform Act of 1990 - Amends the Federal Home Loan Bank Act to abolish the Oversight Board of the Resolution Trust Corporation (RTC) and to transfer its powers to the RTC.
Outlines duties of the Board of Directors of the Federal Deposit Insurance Corporation, which shall also be the Board of Directors of the RTC. Maintains the strategic plan developed by the Oversight Board until its revision by the Board of Directors.
