To amend the Higher Education Act of 1965, to reduce student loan defaults, to achieve greater accountability in Federal student assistance programs, to minimize the potential for waste, fraud, and abuse, and for other purposes.
Student Loan Default Reduction Amendments of 1990 - Amends the Higher Education Act of 1965 with respect to reduction of student loan defaults.
Requires provision for graduated repayment of student loans under federally insured student loans and the insurance program under the guaranteed student (or Stafford) loan program.
Restricts certain institutional promotional activities.
Sets forth wage garnishment requirements for collection of student loan repayments.
Requires that students admitted on the basis of ability to benefit pass certain tests prior to enrollment.
Requires eligible institutions participating in student loan and assistance programs to have certain tuition refund policies.
