To amend title 28, United States Code, to make certain positions on the United States Sentencing Commission part time beginning October 1, 1990.

Amends the Federal judicial code to change the positions of the voting members of the U.S. Sentencing Commission, other than the Chairman's, from full-time to part-time on October 1, 1990. (Current law provides that such positions shall remain full-time until the end of the first six years after the sentencing guidelines go into effect).
