Strategic and Critical Minerals Act of 1990 - Amends the Mining and Mineral Resources Research Institute Act of 1984 to direct the Secretary of the Interior to establish a Strategic Resources Mineral Technology Center to improve existing and develop new technologies that will decrease U.S. dependence on supplies of strategic and critical minerals. Prescribes criteria for the host university that will house such Center. Authorizes appropriations.
