To amend title XVIII of the Social Security Act to provide coverage of
respiratory therapy under the medicare program as part of extended care
services in a skilled nursing facility.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled,
SECTION 1. SHORT TITLE.
  This Act may be cited as the `Nursing Home Access to Respiratory Therapy
  Act of 1990'.
SEC. 2. MEDICARE COVERAGE OF RESPIRATORY THERAPY AS PART OF EXTENDED CARE
SERVICES.
  (a) IN GENERAL- Section 1861(h)(3) of the Social Security Act (42
  U.S.C. 1395x(h)(3)) is amended by striking `or speech therapy' and inserting
  `, speech, or respiratory therapy'.
  (b) EFFECTIVE DATE- The amendment made by subsection (a) shall apply to
  services furnished on or after October 1, 1990.
