To amend title 18, United States Code, to provide penalties for criminal killings of State and local law enforcement officers, and for other purposes.
State and Local Law Enforcement Officer Protection Act of 1990 - Amends the Federal criminal code to apply provisions setting forth penalties for murder, manslaughter, and conspiracy to commit murder to the killing of State and local law enforcement officers engaged in official duties.
