To amend the Job Training Partnership Act to qualify certain youth services programs for funds under title II of that Act, and for other purposes.
Youth Service Act of 1990 - Amends the Job Training Partnership Act (JTPA) to allow job training plans under the exemplary youth program, to establish youth community service programs and youth conservation corps programs.
