To amend the Public Health Service Act to establish a program for the prevention of disabilities, and for other purposes.
Disabilities Prevention Act of 1990 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control, to make grants for the prevention of disabilities and secondary conditions resulting from disabilities.
Authorizes the Secretary to make such grants for: (1) coordinating prevention activities; (2) conducting demonstrations and interventions; (3) conducting surveillances and studies; (4) educating the public; and (5) educating and training health professionals and improving their clinical skills.
Authorizes appropriations.
