Amends Federal law to extend from six months to nine months the period in which the retirement pay of certain Federal retirees will not be reduced by their temporary employment with the Bureau of the Census to assist with the 1990 decennial census.
Excludes from the excess earnings test under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act an individual's wages for up to nine months of temporary employment with the Bureau of the Census relating to the 1990 census.
Requires the Bureau of the Census to report to certain congressional committees regarding recruitment of such retirees and Social Security recipients.
