Bovine Growth Hormone Moratorium Act of 1990 - Amends the Agricultural Act of 1949 to prohibit the sale of milk produced by cows injected with bovine growth hormone.
Requires a person who sells or injects bovine growth hormone to maintain records as determined by the Secretary of Agriculture. Establishes civil penalties for violations of this Act.
Directs the Secretary to carry out a bovine growth hormone study.
