Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Target Price Adjustment Act of 1990'. SEC. 2. TARGET PRICE FOR WHEAT, FEED GRAINS, AND ALL OTHER PROGRAM CROPS FOR CROP YEARS 1991 THROUGH 1995 TO REFLECT CHANGING COSTS OF PRODUCTION. Pursuant to whatever provisions of the Agricultural Act of 1949 may be in effect for crop years 1991, 1992, 1993, 1994, and 1995 for crops of wheat, feed grains, and all other program crops, the Secretary of Agriculture shall provide for annual adjustments in the established prices for such program crops to reflect any change during the last calendar year ending before the beginning of each such crop year in the index of prices paid by farmers for production items, interest, taxes, and wage rates in such calendar year.
