To require the Federal Communications Commission to amend the program exclusivity rules relating cable television system blackouts to permit carriage of network programming from broadcasts within the same time zone.
FCC Time-Zone Exemption Act of 1990 - Directs the Federal Communications Commission to revise nonduplication protection and syndicated exclusivity regulations to permit the customers of cable television systems to receive network programs for each network from an affiliated television station that is located in the same time zone as such customers.
