To provide for 200,000 additional immigrant visas in each of 5 fiscal years for certain independent immigrants from countries that have traditionally denied freedom of emigration.
Independent Immigrant Act of 1990 - Makes additional immigrant visas available for FY 1991 through 1995 for nationals of foreign states that have traditionally denied freedom of emigration.
Provides for admissions on a point assessment system based on: (1) age; (2) education; (3) occupational demand; (4) occupational training and work experience; (5) prearranged U.S. employment; and (6) membership in a persecuted religious group.
