Requires cost-of-living adjustments to take effect in FY 1991 for persons receiving military retired pay or an annuity under a veterans survivors' benefits program.
Prohibits any reduction or suspension of such adjustments under any presidential order or any other provision of law, except applicable Federal armed forces provisions.
