To establish the Federal Fuels Stabilization Board.

Establishes the Federal Fuels Stabilization Board which shall: (1) review home heating oil, gasoline, and diesel fuel prices and impose price limitations on such fuels if necessary to ensure equitable prices in the event of significant price increases; (2) establish an equitable uniform surcharge on goods shipped by diesel truck in case of diesel price increases, with such surcharge being paid by the fuel purchaser; (3) investigate allegations of collusive fuel pricing practices and refer any evidence of such practices to the Department of Justice for antitrust prosecution; and (4) investigate the impact of fuel price increases on homeowners, travelers, and transporters. Subjects violators of Board orders to civil monetary penalties.
