IN THE HOUSE OF REPRESENTATIVES January 3, 1989 Mr. SOLOMON introduced the following bill; which was referred to the Committee on Ways and Means A BILL To direct the President to impose certain limitations on the amount of milk protein products that may be imported into the United States. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That to ensure that quantities of milk protein products imported into the United States will not render ineffective, or materially interfere with, price support operations undertaken by the Department of Agriculture under the Agricultural Act of 1949 (7 U.S.C. 1441 et seq.), the President shall by proclamation limit the quantity of milk protein products, including casein, caseinates, lactalbumin, and whey protein concentrates, or mixtures containing not less than 5 per centum of such products, which may be entered, or withdrawn from warehouse, for consumption in any calendar year (or portion of a calendar year in the case of the calendar year in which this Act is enacted) during the period beginning on the day after the date of the enactment of this Act and ending December 31, 1990, to a quantity equal to 50 per centum of the average of the quantity of such milk protein products annually imported into the United States during the period beginning January 1, 1983, and ending December 1, 1987 (or, in the case of such portion of a calendar year, a proportionately lesser quantity). Such proclamation shall be considered a proclamation which is issued by the President under section 22 of the Agricultural Adjustment Act (7 U.S.C. 624) and which meets the requirements of such section.
