To require payment of interest on excess medicare premiums collected as a result of delayed implementation of the Medicare Catastrophic Coverage Repeal Act of 1989 and the Omnibus Budget Reconciliation Act of 1989.

Directs the Secretary of Health and Human Services to include interest in the payment of excess premiums collected under part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act due to the delayed implementation of the Medicare Catastrophic Coverage Repeal Act of 1989 and the Omnibus Budget Reconciliation Act of 1989.
