To amend the Internal Revenue Code of 1986 to repeal recent increases in social security taxes, and to amend the Congressional Budget and Impoundment Control Act of 1974 to exclude receipts and disbursements of the social security trust funds from the calculation of Federal deficits and maximum deficit amounts under the Balanced Budget and Emergency Deficit Control Act of 1985.
Social Security Tax Reduction Act of 1990 - Amends the Internal Revenue Code to reduce social security taxes for 1990 and thereafter.
Amends the Congressional Budget and Impoundment Control Act of 1974 and the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exclude Federal Old-Age and Survivors Insurance Trust Fund and Federal Disability Insurance Trust Fund receipts and outlays from Federal deficit determinations.
