Amends the Controlled Substances Act to provide for imposition of the death penalty or life imprisonment for major drug trafficking crimes.
Specifies aggravating factors to be considered, including previous controlled substance distribution convictions, knowingly creating a grave risk of death to others in the commission of the offense or in escaping apprehension, or using the proceeds of the continuing criminal enterprise to support a foreign power engaged in international terrorism.
