Amends the Energy Policy and Conservation Act to require the Secretary of Energy to establish a Regional Petroleum Products Reserve for Federal Energy Administration Region 1.
Directs the Secretary to accumulate residential heating petroleum products at Reserve facilities in case of severe price increases or disruptions of petroleum imports.
Requires the Secretary to develop and promulgate a separate distribution plan for this Regional Petroleum Products Reserve.
Requires (current law permits) the Secretary to: (1) establish an Industrial Petroleum Reserve as part of the Strategic Petroleum Reserve; and (2) require petroleum product importers and refiners to maintain readily available inventories in amounts determined by the Secretary.
