To provide for an improved and expanded program of competitive grants for agricultural, food, and environmental research.
Competitive Agricultural Research Grant Act of 1990 - Amends Federal law to provide for expanded competitive grants for agricultural, food, and environmental research, including research facilities improvement.
Authorizes appropriations.
Expresses the sense of the Congress that funds for such purposes should not be derived by reducing farm support programs, unless changing market conditions warrant such reductions.
