Directs the Secretary of the Interior, acting through the Director of the National Park Service, to study and assess scenic, natural, ecological, historic, and recreational resources, physiographic boundaries, historical land ownership patterns, and alternative conservation strategies of the New York-New Jersey Highlands (in New York, New Jersey, and Pennsylvania), including the Sterling Forest. Authorizes appropriations.
