To amend the Older Americans Act of 1965 to authorize flexibility in approving projects under title V of such Act.

Amends the Older Americans Act of 1965 to permit the Secretary of Labor to waive the application, in rural areas, of requirements as to who may participate in projects providing community service employment for older individuals if such waiver is required for the implementation of project objectives.
