Amends the Indian Alcohol and Substance Abuse Prevention and Treatment Act of 1986 to permit Indian tribes and tribal organizations to purchase or lease land or facilities after entering into an agreement with the Secretary of the Interior requiring that such land or facilities be used for emergency shelters and halfway houses for Indian youth who are alcohol or drug abusers, if the Secretary determines that no suitable Federal lands or facilities are available.
Authorizes appropriations.
