To amend chapter 13 of title 11 of the United States Code to prevent the modification of any obligation to pay a debt for restitution payable in a criminal case.

Amends the Federal bankruptcy code to prohibit a bankruptcy court from approving a debtor's bankruptcy plan unless it provides that any debts payable for restitution in a criminal case will be paid in accordance with the court order.
