To provide assistance to disaster victims through programs under section 8 of the United States Housing Act of 1937 and the community development block grant program and to provide for allocation of rural housing funds in the event of a disaster.

Authorizes increased budget authority for disaster assistance with respect to the following housing programs: (1) the moderate rehabilitation program under the United States Housing Act of 1937; (2) community and urban development block grants under the Housing and Community Development Act of 1974; and (3) the rural housing program under the Housing Act of 1949.
