Makes low-income households in Puerto Rico eligible for emergency food assistance necessitated by Hurricane Hugo.
Directs the Secretary of Agriculture to reforest those areas in the Virgin Islands and Puerto Rico in which trees were substantially destroyed in 1989 as a result of Hugo.
Authorizes appropriations for FY 1990 for farmlands in the Virgin Islands and Puerto Rico to rebuild fences and remove debris resulting from Hugo.
