Amends the Disaster Assistance Act of 1989, as amended, to apply disaster payment reduction and replacement crop provisions for 1988 or 1989 weather damaged crops without regard to whether the replacement crop was the same or similar to the first crop.
Amends the Agricultural Act of 1949 to direct the Secretary of Agriculture to operate a program for the removal and disposition of sprout-damaged wheat and feed grains.
