Authorizes and directs the Secretary of the Interior, acting through the Bureau of Reclamation, to study and report to the House Committee on Interior and Insular Affairs and the Senate Committee on Energy and Natural Resources on the resolution of the water supply needs of American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the Virgin Islands. Authorizes appropriations.
