Emergency Protective Child Services Relief Act of 1989 - Amends the Child Abuse Prevention and Treatment Act, as amended by the Child Abuse Prevention Challenge Grants Reauthorization Act of 1989 (Public Law 101-126), to establish a program of emergency child protective services grants. Directs the Secretary of Health and Human Services to make such grants to eligible entities to provide services to children whose parents are substance abusers. Sets forth requirements for eligibility, applications, and use of funds. Authorizes appropriations for such grants for FY 1990 and subsequent fiscal years.
