To establish a national center for information and technical assistance relating to all types of family resource and support programs, and for other purposes.
Family Resource Act - Directs the Secretary of Health and Human Services, acting through the Office of Human Development Services, to establish, through grant or contract, a national center to serve as a source of information, training, technical assistance, and material development for family resource and support programs for parent and child development.
Directs the Secretary to provide for independent evaluation of such programs.
Authorizes appropriations for FY 1990 through 1994.
Committee on Labor and Human Resources requested executive comment from Department of Health and Human Services.
