Provides for the expeditious printing, enrollment, signing, and presentation of legislation to the President. Provides that no adjournment of either House of Congress, other than an adjournment sine die to end a Congress, or to end any subsequent special session prevents the return of a bill by the President.
Amends rule III of the Rules of the House of Representatives to require the Clerk to notify the Speaker whenever ten days have passed since a bill was presented to the President and the bill has not been signed or returned.
