Amends the Ports and Waterways Safety Act to require that oil tankers or tankers carrying hazardous materials be equipped with a differential global positioning system receiver (satellite navigation system).
Expresses the sense of the Congress that the U.S. Permanent Representative to the United Nations should request that the International Maritime Organization study the feasibility of requiring all tankers of member nations to install and use such receivers.
