Requires the Director of the Peace Corps to establish a Peace Corps Professional Consultant Program for Poland and Hungary to recruit individuals with certain professional or specialized technical skills to serve as Peace Corps volunteers in such countries.

IN THE HOUSE OF REPRESENTATIVES October 4, 1989 Mrs. KENNELLY introduced the following bill; which was referred to the Committee on Foreign Affairs A BILL To provide for the establishment of the Peace Corps Professional Consultant Program for Poland and Hungary. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION. 1. FINDINGS. The Congress finds that-- (1) Poland and Hungary, which are at crossroads in history, lack the professional and specialized technical expertise needed to rebuild their economic systems and revitalize their economies; (2) the needs of Poland and Hungary for expertise are especially acute in areas such as agriculture, management of business enterprises, and environmental protection; (3) the American people have the professional and specialized technical skills which the people of Poland and Hungary need; (4) by establishing, and demonstrating its commitment to maintain, a program to help the people of Poland and Hungary acquire professional and specialized technical expertise, the United States can make clear to the people of Poland and Hungary the long-term support of the United States for their efforts to develop political and economic democracy; (5) a program that facilitates the sharing of United States professional and specialized technical expertise with the people of Poland and Hungary would serve United States economic and foreign policy interests, as well as the professional and humanitarian interests of individual Americans and the United States private sector; (6) the Peace Corps is uniquely qualified because of its mandate, reputation, and experience in 69 nations to develop and administer such a people-to-people program; (7) the experimental Associate Volunteer Program, established in 1987, has demonstrated the Peace Corp's capability to recruit highly qualified professionals as short term consultants; and (8) such a Peace Corps program in Poland and Hungary would serve as a model for an expansion of Peace Corps programs into other countries in Eastern Europe and into other more advanced developing countries. SEC. 2. PEACE CORPS PROGRAMS IN POLAND AND HUNGARY. (a) PEACE CORPS PROFESSIONAL CONSULTANT PROGRAM- In carrying out the Peace Corps Act, the Director of the Peace Corps shall establish a Peace Corps Professional Consultant Program for Poland and Hungary. This program shall recruit individuals with professional or specialized technical skills to serve as Peace Corps volunteers in Poland and Hungary for periods averaging 6 to 12 months. The program shall emphasize the recruiting of nontraditional volunteers who-- (1) have expertise in areas of particular need in Poland and Hungary such as environmental protection, agriculture, engineering, banking and finance, and private enterprise management; and (2) are on professional or academic sabbatical, are on short-term leave from their jobs, are retired, or are former Peace Corps volunteers. (b) AUTHORIZATION OF APPROPRIATIONS- There are authorized to be appropriated $4,000,000 for each of the fiscal years 1990 through 1994 to establish and operate programs in Poland and Hungary under the Peace Corps Act, in addition to amounts otherwise available for such purposes.
