Expresses the sense of the Congress that the policy of the United States should be to achieve international agreement on banning large-scale driftnet fishing on the high seas as soon as possible including by supporting the Tarawa Declaration (issued by the South Pacific Forum and supporting a regional convention to establish a driftnet free zone in the South Pacific and calling for cessation of driftnet fishing by Japanese and Taiwanese vessels) and other international efforts.
