Directing the Attorney General to pursue the creation of an international criminal court with jurisdiction over certain internationally recognized crimes.

Directs the Attorney General to: (1) pursue the establishment of an International Criminal Court to assist the international community in dealing more effectively with those acts of terrorism, drug trafficking, genocide, and torture that are condemned as criminal acts in international conventions; (2) maintain guarantees of the impartiality of the judges serving on that court; (3) report to the Congress by December 30, 1990, on progress toward the establishment of such court; and (4) include in such report any recommendations of the Judicial Conference of the United States on the feasibility and relationship to the Federal judiciary of such a court.
